Julianus Deikme is a farmer from the village of Limau Asri suspected by the police of being a member of the West Papua National Liberation Army. On the night of 9 June 2018 through the early morning of 10 June 2018, fully armed troops in black uniforms carried out raids on the houses of three farmers of Limau Asri village. Polce Tsugomol’s house was raided on 9 June at 9:00 pm, the house of Titus Kwalik and Julianus Deikme were both raided on 10 June at 3AM.

Without presenting warrants, approximately ten men in black uniforms broke down the front and back doors of Julianus Dekme’s house on Jalan SP 6. Julianus Deikme and Alosius Ogolmagai were awakened and dragged from their beds. Both were beaten with rifle butts and forced into a car that had tinted windows. Officers also confiscated 200 million rupiah (approximately USD 14,000) and a wallet belonging to Julianus’ wife from the house. The officers took Julianus and Alosius to the Mako Brimob station (the local headquarters of the Mobile Police Brigade). Alosius Ogolmagai, a fellow farmer with a speech impairment, was released by the police on 11 June 2018. Julianus remained in detention at the  Mako Brimob station for further investigation.

Eyewitnesses identified personnel from the Antiterrorism Unit (Detachment 88 / Densus 88) as part of the team involved in the raid at Titus Kwalik’s house on 10 June. Detachment 88 personnel were identified by their all-black uniforms and by the particular weapons that they carry. Jakob Rumbiak, a spokesman for the United Liberation Movement for West Papua (ULMWP), stated the Joint Special Operations Command unit was involved in the raid (Koopssusgab, a joint military terrorism handling unit that reports directly to the president).

Julianus was not accompanied by an attorney during the preliminary examination, where police charged Julianus for criminal possession of weapons without a permit. He remained detained at the Mako Brimob Detachment B station in Timika. Julianus’s new arrest warrant was received by his family on 12 June, 2018. The following day, 13 June, 2018, marked the that first time Julianus was examined with legal representation of his choosing (PAHAM Papua, who also represented  Polce Tsugomol and Titus Kwalik). Police examined each of the three men separately and used information from each against the other (simultaneously as witnesses and suspects). Although Julianus has received legal accompaniment, access to his lawyers and to his family has been restricted by authorities.

The case files for Julianus was only transferred to the Prosecutor’s Office after a 3-month examination process. His lawyers did not receive notice of either transfers:  neither from the Police to the Attorney General’s Office, nor from the Attorney General’s Office to the Court. Julianus Deikme’s trial commenced on 13 August 2019. It was postponed twice and the appeal hearing 3 times. The Timika City District Court sentenced Julianus Deikme to 2 years in prison on 4 December, 2018. He is currently serving his sentence at the Timika Correctional Institution.
