Janius Tipagau and Lasarus Kobogau were arrested by military personnel (presumed to be members of the local TNI Raiders 501 Pos Bulapa) in Intan Jaya Kabupaten. A third man Martinus Kobogau was beaten by the military personnel but was left behind. Under Indonesia’s Laws, military personnel cannot arrest and detain anyone who is not a military personnel.
